Minutes
of the Meeting of the Commission held on 10.1.2006

Joint Secretary & Registrar assisted the Commission.
The Commission approved the minutes of the meeting held on 3.1.2006

Joint Secretary & Registrar briefed the Commission on the action
taken on the minutes of the previous meeting.

The Commission directed the Joint Secretary that the delays in issuing
orders passed by the Information Commissioners should be eliminated.
The concerned Deputy Secretary/Under Secretary may be made responsible in
this regard.

The Commission noted that the cause for delay in issuing orders was
largely on account of lack of adequate man power. It decided that Commission
should circulate all vacant posts in various Ministries to seek applications
from the government employees working in various Ministries of Central
Government and its attached offices for filling these vacancies.
The CIC directed that Shri Thakur Section Officer of Panchayati Raj was
very keen to join the Commission. His
application may be obtained and sent to DOPT for posting him in the Commission.
The Commission also noted that a lot of employees of the Commission were
holding additional charge of various posts for enabling it to achieve the task
assigned under the Act.

The Commission was briefed about the progress of the Committee of
Information Commissioners set up for finalizing the offers received against the
Commission’s advertisement for hiring accommodation for office space of the
Commission.

The Commission was briefed on a computer software prepared by NIC. Shri
Paul and Shri J.P. Gupta of NIC made the presentation before the Commission. They also noted various suggestions made by the Information
Commissioners and they were requested to incorporate them.
The Information Commissioners noted that in order to establish the
computerized system a lot of data entry would be
required. This could be made either
by asking the appellant to file his appeal through a website or by engaging data
entry operators to do this job. The
NIC was requested to prepare a software that could help the Commission in
monitoring the appeals and complaints received in the Commission.
Shri Gupta and Shri Paul were also requested to finalise the
specification of the server that CIC would require for
running various softwares including Documentation Management Information System
and Pay Roll etc.

The Commission discussed the logo submitted
by Shri Dushyant Prashar at the behest of IC(K).
The IC(PB) felt that the Commission may like to have some more
alternative logos before finalizing it. The
Commission decided to postpone this agenda for some time.
